The present report is prepared in response to Economic and Social Council decision 2004/241, which adopted the agenda of the Commission for Social Development for its forty-third session, the priority theme of which is "Review of further implementation of the World Summit for Social Development and the outcome of the twenty-fourth special session of the General Assembly".

Education is the Key to Social Development

Universal access to equitable, quality education is a potent tool for achieving the stated objectives of the Copenhagen Declaration and Programme for Action: the conquest of poverty; the attainment of full employment; and the fostering of stable, safe and just societies ( A/CONF.166/9).

Africa

We, international NGOs who are members of the NGO Committee on Social Development and committed through direct service, research and advocacy to global action related to the Development of Africa, welcome this opportunity to review the implementation of the World Summit for Social Development and the outcome of the twenty-fourth special session of the General Assembly.

Gender

We, international NGOs, many of whom are affiliated with the NGO Committee on Social Development, welcome this opportunity to participate in the 2005 review of the implementation of the World Summit for Social Development (Copenhagen.) We recall that commitment #5 of the Copenhagen consensus binds governments to "full respect for human dignity and to achieve equality and equity between men and women" in all areas of social life.

HIV/AIDS

Affirming the commitment of the World Summit on Social Development Platform of Action to "strengthen national efforts to address more effectively the growing HIV/AIDS pandemic by providing necessary education and prevention services, working to ensure that appropriate care and support services are available and accessible to those affected by HIV/AIDS, and taking all necessary steps to eliminate every form of discrimination against and isolation of those living with HIV/AIDS".

The Eradication of Poverty Requires Empowerment, Participation and Local Community Ownership

The 1995 Copenhagen Declaration recommended that people living in poverty should be fully involved in "the setting of targets and in the design, implementation, monitoring and assessment of national strategies and programs for poverty eradication and community-based development, and ensuring that such programs reflect their priorities."
